David Ewart was born in Penicuik on 18 February 1841, the third son of John Ewart, builder, and his wife, Jean Cossar. He was educated in Penicuik and aprrenticed as a joiner in his father's firm. He also learned architectural drawing from Walter Carmichael in Edinburgh, studying at the Commercial Academy or the School of Arts 'where he obtained a thorough grounding in architecture'. His younger brother was James Cossar Ewart who later became a distinguished zoologist and Professor of Zoology at the University of Aberdeen and later Edinburgh.

In the 1860s David Ewart was employed at Helperby, in England, as clerk of works on the Myton Estate which belonged to the Stapylton family. In 1871 he emigrated to Canada where he became effectively second in command at the Federal Department of Public Works, first under T Seaton Scott, for whom he designed the Canadian Pavilion at the Paris Universal Exhibition of 1878, and then under Thomas Fuller who succeeded Scott in 1881.

Ewart eventually succeeded Thomas Fuller as Dominion Chief Architect in 1896. In 1901 he made a European tour, the architecture of the Department thereafter becoming a bold Edwardian baroque.

Ewart retired in 1914 at the age of seventy-three to become consulting architect to the Department, a post he held until his death on 6 June 1921. He was married twice: first to Jeanne Marie Doyen in York by whom he had five sons and one daughter; secondly, after the death of Jeanne Marie in 1885, to Annie Sigsworth Simpson in Ottawa, by whom he had four daughters and two sons.
