Arthur Baker was born in 1842 and was a pupil and assistant in the office of Sir George Gilbert Scott. He commenced independent practice in London in 1873 whilst still in Scott's office, and later worked in partnership with Henry Harold Hughes from 1891 and with John Turrill from 1893. He was Surveyor to the Diocese of London from 1895.

Arthur Baker was the uncle of Sir Herbert Baker, who trained in his office. The elder Baker died on 29 April 1897.
