Thomas Newhall Duncan was born on 19 September 1902 and was articled to Alexander Murray Hardie of Edinburgh in 1914. He completed his apprenticeship in 1924, having studied for five years at Edinburgh College of Art and Heriot-Watt College. He remained with Hardie for one year as junior assistant before moving to the office of Alan Keith Robertson, and left Robertson a year later to work as senior assistant to Frank Wood. In 1929 he emigrated to South Africa where he secured a position as senior assistant to Kallenbach, Kennedy & Furner in Johannesburg. Whilst there he passed the final exam at Witwatersrand University in November 1932, enabling him to be admitted ARIBA the following year, his proposers being Robert Howden, Sydney Charles Dowsett and another. He retained his membership of the Edinburgh Architectural Association until at least the late 1930s.

He became a member of the TPIA in 1933. About this time he left Kallenbach, Kennedy & Furner and set up in independent practice. He joined J A Moffat after J H Marvey's death in 1936 and took over the practice of Moffat & Harvey in 1939 on Moffat's retirement. He later was a partner in the practice Duncan Gill & Paterson which was based in Johannesberg.

Duncan resigned from the Institute of South African Architects in 1972. He died in 1974.
