Thomas Cecil Howitt was born in 1889 and came of a family of Nottingham architects of that name, but it was to Albert Nelson Bromley of Nottingham that he was articled in 1904-07, remaining with him as an assistant until at least 1911 when he passed the qualifying exam. During that period he took classes at Nottingham University and School of Art and at the Architectural Association in London. He was admitted ARIBA on 4 December 1911, his proposers being Bromley, Arthur William Brewill and Robert Evans, all of Nottingham. In 1914 he was still an assistant, living at Hucknall Torkard near Nottingham.

Howitt came into prominence with his competition win for the Nottingham Council House, built in 1927-29, which brought him a national reputation. His only Scottish work was the Edinburgh Savings Bank in Hanover Street, designed in association with the Edinburgh executant architect, William Paterson of Oldrieve Bell & Paterson. Its American Greek Revival treatment infused with Early Italian Renaissance detail was closely modelled on Howitt's earlier (1931-32) Birmingham Municipal Bank but in a more compact form. Both of these buildings probably owed much to Leonard Cecil Howitt who graduated B Arch from the Liverpool School of Architecture in 1925.

Thomas Cecil Howitt died in 1968.
