Frederick de Jersey Clere was born in Walsden, West Yorkshire on 7 January 1856 and was articled to Edmund Evan Scott of Brighton from 1 June 1872 until 1875. He subsequently worked as assistant to Robert Jewell Withers until May 1877 when he emigrated to New Zealand, commencing independent practice in Wellington the following year. He moved to Feilding early in 1879. He subsequently returned to Wellington, and was Wellington Diocesan Architect from 1883 and Architect to the Wanganui Education Board from 1883 to 1888. He remained in Wellington until his death on 13 August 1952.
