John Innes was born on 7 June 1912 at 4 Drumdryan Street, Edinburgh, the son of John Innes, police constable, and his wife Annie Underwood. He studied the Intermediate course at Edinburgh School of Architecture from 1930 to 1935 whilst working as a draughtsman for Scott Morton. He progressed to the diploma course in 1935, receiving his diploma in 1937 and spending some nine months of that year travelling in France, Germany, Italy, Holland, Sweden, Norway, Finland, Denmark and elsewhere. He spent the following academic session lecturing part-time in Interior Design at Edinburgh School of Art and working as an assistant first to Reginald Fairlie and then it appears in Jedburgh Burgh Architect's Department and in 1938 moving to Edinburgh City Architect's Department. He was admitted ARIBA on 10 January 1938, his proposers being Fairlie, John F Matthews and Alex Allan Foote.

Innes left the City Architect's office in 1940 to undertake military service, attaining the rank of Major G S O II and working on factory construction in India. This led him to be appointed Chief Architect to the Government of Bengal in 1943, a position he still held at the time of his election as FRIBA in 1949.

Innes emigrated to South Africa where he was registered in 1953. He was a member of the Orange Free State Institute of Architects as well as the Transvaal Institute. In 1960 Innes was working in Pretoria for Corrigall Crickmay & Partners but had become a partner in the mid-1960s as Everest (Arthur Leslie Rutland Everest), Innes & Price-Hughes (Glynn Price Hughes) which became Everest & Innes by 1970. He was still practising in this partnership in 1972. He is not listed in the RIBA directory for 1979.
