Henry Hall was born in 1849. He was articled to Edward I'Anson about 1865. While with I'Anson he studied at University College, London from 1867 to 1868, and subsequently at the Royal Academy Schools where he was awarded the Silver Medal in 1870. He commenced practice in 1872 and was admitted ARIBA on 2 December the same year, his proposers being I'Anson, Robert Kerr and R Robson. In 1878 he appears to have been based in the same office as the older architect of that name, Henry Hall (1826-1909) at 19 Doughty Street, Mecklenburgh Square, London suggesting that he may have been a nephew. Whether he had any part in the older Hall and Andrew Thomas Taylor's competition design for Glasgow Municipal Buildings is not known. Taylor makes no reference to him in his obituary of the elder Hall.

There is no evidence of partnership between the Halls. About 1881 the younger Hall was taken into partnership by Keith Downes Young (born 1848), the son of George Adam Young, who had entered his father's office in 1865 and been his partner from 1872.

Hall was elected FRIBA on 31 January 1887, proposed by I'Anson, Young and Percival Gordon-Smith. He died in 1912. His son Alner Wilson Hall (born 1884) also became an architect.
