Frederick Arthur Walters was born on 5 February 1849 at 6 South Terrace, Brompton, the son of Frederick Page Walters. A Roman Catholic, he was articled to his father for three years. He studied at the Royal Academy Schools from 1871 and worked in the office of Goldie & Child for nine years, of which six were as chief assistant, prior to commencing practice on his own account in 1878. He took his son Edward John Walters (born 1880) into partnership in 1924.

Frederick Arthur Walters died on 3 December 1931 at St Mildred's, Ewell.
