Captain Frances Fowke was born in Ballysillan on 7 July 1823 and educated at Dungannon College. He entered the Royal Military College in 1839, was commissioned in the Royal Engineers in 1842, and served in Bermuda. He first came to notice in 1854 when he was put in charge of the machinery at the Exposition Universelle of 1855. This resulted in him being appointed first inspector in the Department of Science and Art in 1857 and then its architect and engineer. In that capacity he designed the Royal Scottish Museum in 1858. Although alternative High Renaissance elevations were proposed by Robert Matheson, Fowke's Early Renaissance scheme was implemented as he designed and built it under Matheson's supervision.

Fowke died in London on 4 December 1865.
