The work included, Urban Design; hard and soft landscaping designs to upgrade existing streets; identification and notation of the existing Heritage resources for preservation and/or re-development especially in the Old City. The refurbishment of the ancient and elegant Mosque (1829) and its forecourt was considered the central driving component for regenerating the historic central area. The City, badly war damaged, still has a large American military base. Apart from the early planned settlement and the standardised residential plot size there is no perceptible planning clarity resulting in urban chaos and poor, inconsistent and incoherent architectural quality. Equally there is a complete lack of urban green space provision either for public amenity/recreation or health. Moreover, to ensure design consistency in the re-development of the City, the following documents were drafted out as a basis for development and future fiscal control: -
(1) An Architectural Design Guidance Framework and
(2) A Framework of Conservation Regulations and Advisory Notes to allow contemporary and needed sustainable interventions to happen. A holistic and modern approach to Planning Methodology and Procedures including Historic Architecture protection, Urban Heritage Conservation as well as the provision of Green Space provision which is presently in short supply.
