He studied architecture at Glasgow School of Art from 1962-68, graduating BArch in the latter year. In 1969 he passed further exams in professional practice and management. In February of that year he took a post as architect with Falkirk Burgh architect's department, later beoning promoted to senior architect. from 1972-75 he was in charge of the new housing and modernisation section. In 1975 he became Principal Architect with the newly formed Falkirk District Council, Department of Architectural Services.
As Principal Architect Bingham was in charge of the largest section of architects within the Department, dealing with all aspects of the housing prohgramme, budget spending, controlling contracts for all new build and upgradings, tenants' grants, rewiring, replumbing, housing layouts and complete administration of the whole section.
In 1990 Bingham moved to a post with the City of Edinburgh District Council, Department of Technical Services.
