He studied full time at Southend-on-Sea Municipal College from 1938 to 1942. He served as a major in the Royal engineers from 1943 to 1947, and sat the qualifying exam in architecture in December 1947. He worked as an assistant to H P Liberty, Southend from 1947 and was admitted ARIBA on 14 December 1948, his proposers being John N Scott, Niel Martin-Kaye and Norman Keep(?). He was awarded distinction in his thesis at undergraduate level. He had a part-time job at Victoria Institute Worcester from 1951-54 and taught architectural design and history of architecture.
Fender moved to London in 1954 and had become a partner with Llewelyn Smith & Waters by the time of his election to FRIBA in 1965, proposed by A B Waters, A Llewllyn Smith and R S Laskey. In the autumn he had made a study tour in the United States looking at breweries, hospitals etc. His Fellowship nomination paper states that he had been involved with two jobs in Scotland as partner with Llewlyn Smith & Waters.
