MacKenzie was born on 4 October 1907 and studied at Robert Gordon's College, Aberdeen from 1924 to 1928, working in the Aberdeen and London offices of A Marshall Mackenzie & Son from 1925 to 1930. In 1931 he joined the practice of Slater & Moberly in London. He passed the intermediate exam in June 1936, and in the same year moved to the London County Council Architect's Department. He passed the final exam in July 1939 and was admitted ARIBA on 14 December 1943, his proposers being William Edward Brooks, Edwin Williams and John Henry Forshaw. At that time he was still at the LCC.
