He was educated at Coatbridge High School . He studied architecture at the Scott Sutherland School of Architecture in Aberdeen. After qualification he joined the Glasgow practice of Thomas Smith, Gibb & Pate as a project architect. While he was with this practice he met Bill McDonald, a partner with the firm, with whom he was later to form a partnership. Williams was made an associate.
He moved to a post with Cobban & Lironi Architects where he obtained experience in leading design teams specialising in private housing, upmarket hotels and leisure complexes. He left this practice to form in June 1985 a partnership with Bill McDonald as the McDonald Williams Partnership. The practice flourished due in no small measure to Williams' design ability and hard work. A second office alongside that in Gl;asgow was opened in Helensburgh. In 1991 Bill McDonald retired and Williams went into partnership with Alan Milne.
Outwith his profession Williams took on a number of administrative roles - as chairman of Ardencaple Boys' Club, president of the Helensburgh & District Badminton Club, chariman of Dumbarton District Sports Club and chairman of the Lomond Area Sports Council.
Williams was keen on sport of all kinds and played cricket, captaining the team and coaching the teams of Helensburgh Cricket & Rugby Club; in 1998 he was appointed coach for the Scotland under-13s. He also enjoyed badminton and golf.
