He was a qualified chartered surveyor. He worked as Estate and Railway Surveyor for the British Transport Commission, St Enoch Street, Glasgow in the 1950s. (N.B. Central SMT of Motherwell and Scottish Omnibuses, of Edinburgh, were in 1956 still controlled by the British Transport Commission). He was a member of the Institute of Surveyors but he was probably not a qualified architect.
Baxter died at Law Hospital, Carluke from pnemonia and general debility on 14 November 1983 aged 75.
