He was educated at Kirkcaldy High School and studied architecture at Dundee College of Art. He was elected ARIBA in 1954. After National Service in 1956 he joined Robert Hurd Architects. During the subsequent years he worked closely with Robert Hurd on many restoration and housing projects, particularly on the Royal Mile in Edinburgh and in Old Aberdeen for the University there. The practice undertook much restoration work in the New Town of Edinburgh, including major stone and fabric repairs to the National Portrait Gallery. He was also involved in the restoration of Rossend Castle which won the RICS Times Award.

Though he enjoyed sheltered housing work, Shepherd's greatest personal satisfaction came from the resotration work he carried out on St Andrew and St George's Church, where he was an elder, and the furniture he designed for the church.

On his retirement in the autumn of 1991 he had been appointed interim secretary of the Architectural Heritage Society.
