Following a period as chief assistant architect in Manchester City Architects office, he was appointed the Depute City Architect of Ednburgh in 1947. At the time of his death in Liberton Hospital aged 94 on 2 August 1998 he was a retired FRIAS. He was married to Margaret Wood who had predeceased him. He was survived by his two daughters, two sons and his grandchildren and great grandchildren. His son, David Roland Penman, studied at Edinburgh College of Art where he studied architecture and town planning. His diploma was in the latter subject. He was elected ARIBA in 1961.
