Croll was born about 1861 in Dundee, the son of George Croll, cabinetmaker, and his wife Margaret. In 1871 he was a boarder and scholar at Morgan's Hospital. He was employed by Edward & Robertson in the early 1880s as an architectural draughtsman. He was briefly in partnership with Hugh Gavin in Dundee c.1888-1891.
It is not clear if he was related to George Croll who practised as an inspector of works and architect in Laurencekirk, Kincardineshire and who died c. 1864.
William R Croll is listed as a draughtsman in the Post Office directory for 1884 and was skilful at this work as he was entrusted with the task of illuminating addresses given in honour of worthy individuals. In 1883 he prepared one for Mr Henry Nagel for his services to the Dundee Amateur Choral Union. In the report of an address given by Mr David Henderson, JP to Sir John Lubbock in Dundee on 29 November 1888, it is noted that the address had been 'engrossed and beautifully illuminated by Mr William R Croll of Croll & Gavin, Architects, Reform Street, Dundee'.
His last entry in the Dundee Post Office directory is in 1891-2. It is possible that he abandoned architecture.
