Bio Notes: William Tough began business as a builder in Edinburgh in 1874 but subsequently worked as a clerk of works and surveyor for Mackenzie and McWilliam in Aberdeen until he emigrated to New South Wales. He was clerk of works first to the Sydney architect Charles Henry Edward Blackmann, and then to George Allen Mansfield and his brother Ralph, also of Sydney, prior to settling in Brisbane in the summer of 1886.

William Tough built tenements speculatively in Lutton Place to a design by Moffatt from information in William Lambie Moffatt's cash book. He appears to have also built tenements in Joppa but probably to his own design.
