Bio Notes: The Hon Paul Phipps was born in 1880 and went to Balliol College, Oxford, 1898-1901. He was articled to Edwin Landseer Lutyens from 1901 to 1904, during which period he attended the Architectural association classes. He commenced independent practice in London at the end of his apprenticeship and was admitted LRIBA in 1911 his proposers being Lutyens, Detmar Blow and another.

Phipps entered into partnership with Oswald Partridge Milne in 1919. Milne had been born in February 1881 and educated at Bedford School. He had been articled to Sir Arthur William Blomfield from 1898 to 1901, and had remained as assistant until 1902 when he joined the office of Edwin Landseer Lutyens as assistant. He commenced practice on his own account in London in 1904.

The Phipps & Milne practice consisted chiefly of country house work.
